The 4 Non-Negotiable Rules of China's Transit Visa Exemption
Grounded directly in regulations issued by the National Immigration Administration (国家移民管理局). A failure to meet any single condition results in immediate refusal of boarding or entry.
Valid Passport from 57 Designated Nations
Must hold an ordinary international passport with at least 3 months remaining validity from date of entry. Diplomatic, service, and emergency travel documents are subject to separate bilateral agreements.
Strict A → China → C Intercontinental Transit
Travel must be a genuine transit to a third country or region (Country A ≠ Country C). Round-trip tickets (e.g. USA → Beijing → USA) are legally void for TWOV. Hong Kong, Macau, and Taiwan count as valid 3rd regions.
Confirmed Connecting Ticket with Fixed Seat
Must present a confirmed flight, train, or cruise ticket with fixed date, departure time, and confirmed seating departing China within 144 hours. Open tickets, airline staff standby passes, or unconfirmed waitlists are rejected.
Designated 24-Province Scope & Cross-Province Travel
Under the unified 240-hour TWOV policy, cross-province travel is allowed within the designated areas of 24 provinces/municipalities (e.g. traveling from Beijing to Shanghai or Hangzhou by bullet train). However, movement must stay strictly within the designated provincial/municipal boundaries, and certain inland provinces (e.g. Sichuan, Yunnan, Guangxi) limit visits to specific cities rather than the entire province. Departing from any of the 65 designated open ports is permitted.
240-Hour Transit (TWOV) vs. Direct Visa-Free Entry
Understand the fundamental differences between China's 240-hour international transit program and nationwide direct visa-free entry (unilateral trial programs & bilateral treaties).
| Dimension | 240-Hour Transit (TWOV) | Direct Visa-Free Entry (Unilateral & Mutual) |
|---|---|---|
| Eligible Passports | 57 Qualifying Nations (US, Mexico, Chile, Russia, Ukraine, Vietnam, Kyrgyzstan, etc.) | Unilateral Trials (France, Germany, UK, Canada, Australia, Japan, Brazil, Argentina, etc.) + Mutual Treaties (Singapore, Malaysia, Thailand, UAE, etc.) |
| Third-Country Ticket Required? | YES (Strict Country A → China → Country C, where C ≠ A) | NO (Direct round-trip flights allowed) |
| Maximum Stay Duration | 240 Hours (10 Days) calculated from 00:00 day after arrival | 30 Days (Unified for unilateral trials; up to 30 or 90 days for mutual treaties) |
| Permitted Travel Boundary | Designated areas across 24 provinces/municipalities (cross-province travel permitted; note city-level limits in Sichuan, Yunnan, etc.) | Entire territory of Mainland China (excluding areas legally restricted to foreign nationals) |
| Permitted Entry & Exit Ports | 65 designated open international ports across 24 provincial regions (can exit from any of the 65 ports) | Any air, sea, or land port of entry officially open to foreign nationals |
| Permitted Activities | Tourism, trade fairs, business meetings, visiting family/friends, transit | Tourism, business, family visits, exchange visits, transit (NO employment/study/journalism) |
Open Ports of Entry (65 Ports) & Permitted Movement Zones
Under the unified 240-hour TWOV policy, travelers can freely move across designated areas of the 24 provinces and municipalities and depart from any of the 65 open ports. Note that specific inland provinces (like Sichuan, Yunnan, and Guangxi) restrict movement to specific cities/prefectures rather than the whole province.

Frequently Asked Questions on China TWOV

Frequently Asked Questions
Can I fly from the United States to China and back to the same country under the 240-hour visa-free transit?
No. Under National Immigration Administration (NIA) regulations, the 240-Hour Transit Without Visa (TWOV) policy legally requires an unbroken transit from Country/Region A to Country/Region C through Mainland China (A → China → C, where C ≠ A). Booking a round-trip ticket (e.g., Los Angeles ⇄ Shanghai or New York ⇄ Beijing) is considered destination travel, not transit. You will be denied boarding at your departure airport.
Does Hong Kong, Macau, or Taiwan count as a third country/region for the 240-hour transit?
Yes. For Chinese immigration inspection purposes, the Hong Kong SAR, Macau SAR, and Taiwan region are legally classified as separate customs and immigration territories. Therefore, a routing such as San Francisco → Shanghai → Hong Kong, or New York → Beijing → Taipei, is 100% compliant and qualifies as a valid TWOV transit journey.
How is the 240-hour duration calculated?
The 240-hour stay period does NOT begin at the moment your aircraft touches down. By NIA regulation, the 240-hour clock officially begins at 00:00 on the day immediately following your date of arrival. For example, if your flight arrives in Shanghai at 08:00 AM on October 1st, your 240 hours only begin counting down at 00:00 on October 2nd, granting you nearly an entire extra day of legal stay.
Can I travel between Beijing and Shanghai during a 240-hour stay?
Yes! Since the National Immigration Administration (NIA) unified and upgraded the 240-hour (10-day) transit without visa policy, cross-province travel across the designated areas of 24 provinces/municipalities is officially permitted. For instance, entering via Beijing Capital or Daxing Airport, taking a high-speed train to Shanghai or Hangzhou, and departing from Shanghai Pudong Airport within 240 hours to a third country (e.g. Hong Kong, Japan) is completely compliant with immigration rules. Just remember that certain inland provinces (such as Sichuan, Yunnan, and Guangxi) restrict movement to specific prefecture-level cities rather than their entire provincial territory, and you must depart within 240 hours from any of the 65 designated open ports.
Is there an application fee for the 240-hour Temporary Entry Permit?
No. The 240-Hour Temporary Entry Permit (临时入境许可) issued at the immigration inspection counter is 100% free of charge. No payment in cash, credit card, or digital wallet is required.
What happens if my connecting flight is delayed or cancelled past the 240-hour limit due to force majeure?
If extreme weather, mechanical failure, or airline cancellation causes your stay to involuntarily exceed 240 hours, you must immediately report to the local Exit-Entry Administration Bureau of the Public Security Bureau (出入境管理局) with an official flight cancellation certificate issued by the operating airline. The PSB will issue a temporary exit visa extension or exit clearance.
Do citizens of Australia, Germany, France, the UK, Canada, or Singapore need a third-country ticket for transit?
No. Citizens of unilateral visa-free nations (including Australia, Germany, France, Italy, Spain, Switzerland, the Netherlands, New Zealand, Canada, the United Kingdom, Sweden, Poland, South Korea, Saudi Arabia, Brazil, Argentina, etc.) and mutual visa exemption countries (such as Singapore, Malaysia, and Thailand) are granted direct visa-free entry for up to 30 days. They can fly direct round-trip flights and enter through any open port across Mainland China without requiring a third-country connecting flight.
